What value did they drive from the surge in arts activity and attention? How did those benefits inform their wider regeneration programmes? What has the next City of Culture got planned and how have its plans been affected by social distancing? Is this an opportunity to present a new approach to the arts? How will its programme support its recovery from the pandemic and ongoing resilience?
